Following the bilateral labour recruitment agreements, the Federal Republic of Germany installed German Commissions or Labour Placement Offices to recruit labour migrants in the partner countries. German companies who wanted to employ foreign workers informed their local employment offices who then passed the demand on to the Commissions and Placement Offices. In these Placement Offices, the potential labour migrants had to undergo extensive health examinations and their occupational skills were tested. Afterwards, they were matched with workplaces in West Germany.
