Integration as a concept is not clearly defined. It entails the social entanglement of migrants and their descendants with mainstream society. In societal and political debates about integration, migrants are often called to adapt to mainstream society in the sense of a unilateral assimilation. This understanding is controversial: It has been critiqued for the underlying assumption that there is a homogenous German population as well as for the conceptual marginalisation of migrants and Germans with a migration background. Thus, this understanding constructs a dichotomy between “us” – “Germans” and “them” – the people who are supposed to integrate. The Immigration Act of 2005 has declared integration a statutory responsibility. Thus, the councils are for example providing integration classes for recently arrived immigrants.
